Background
Following the Fukushima Daiichi nuclear accident, the International Commission on Radiological
Protection (ICRP) has undertaken jointly with the Japanese Association "Radiation Safety Forum"
a series of dialogues between all stakeholders to identify possibilities for improving the living
conditions for people living in areas affected by the accident. Since November 2011, a dialogue is held
approximately every 4 months.
Parallel to and in connection with this initiative, groups of citizens organized themselves to promote
exchange between the inhabitants of the affected territories, experts, local professionals and authorities
to take action at the level of communities to better understand the radiological situation and to improve
the living conditions of people having made the choice to remain in the territories affected by the
contamination.
Given their experience in the field of stakeholder engagement and post-accident management, IRSN
and CEPN accompany and support the ICRP Dialogue Initiative together with ASN, NRPA and the
CRPPH/NEA.
The IRSN - CEPN analysis
In this context, an analysis of the feedback experience from these actions has been launched in
collaboration between IRSN and CEPN on the following issues:
- The conditions for the involvement of the various Japanese stakeholders (authorities, experts,
professionals, NPO, citizens…) in the post-accident management at the local level;
- The modalities for mobilising the local, national and international expertise at the service of
the concern and expectations of citizens in their day-to-day life (co-expertise)
- The emergence and the development of the practical radiation protection culture in the context
of post-accident
This analysis is conducted in close cooperation with experts, professionals and representatives of the
Japanese civil society involved in the rehabilitation of living conditions in the areas affected by the
accident.
The purpose of this feedback experience is to develop proposals, on the one hand, to raise awareness
and to prepare experts to accompany the different actors of the civil society in post -accident situation
and, on the other hand, to take into account the human dimensions of post-accident management in the
orientation of R & D works in the field of radiation protection and radio-ecology.
Two working seminars with Japanese participants involved in the ICRP Dialogue Initiative are
expected to enrich this analysis and validate the reflections. The first seminar will be held in March
2014 and the second one late 2014.
Objective of the March 11, 2014 seminar
The objective of this first seminar is to present and discuss the testimonies of the Japanese participants
on the manner of their engagement with the affected population. The objective is also to present
and discuss the progress made so far in the analysis of the lessons learned from the ICRP Dialogue
Initiative as well as the first actions implemented at the community level by the local people with the
support of experts and professionals.
The second seminar will be held in the autumn of 2014 with the same Japanese participants and an
enlarged participation with representatives of the French civil society.
